All About Executive Condominum (EC)
The
Executive Condominiums Housing Scheme (ECHS) was introduced in 1997 to cater to the aspirations of
Singaporeans, especially young graduates and professionals to live in private properties.
ECs
are developed and sold by private developers. They are comparable to private condominiums in design and
facilities but are sold at more competitive prices.
In
general,
the pricing range for Executive Condominium is about 15 - 30% lower than new private condominium
around the same vicinity. Also,

st timer applicant can also apply for housing grant (up to $30,000) that can be used as
part of the downpayment for the EC unit.

Eligible 2nd timer applicants do not need to pay any resale levy for their 1st
subsidized flat where the land for EC development was sold before 9 Dec
2013.

Similar to private condominium, ECs are sold with strata titles. This allows buyers to collectively own
common property like car parks and recreational facilities.
ECs are different from private condominium in that only applicants who meet the basic eligibility conditions are
allowed to submit an application to purchase. In addition, buyers are required to maintain
their eligibility from the application date till key collection and physically occupy the EC unit for
the first 5 years.
Owners
are not allowed to sell their EC unit before the expiry of the Minimum Occupation Period (MOP) of 5
years. After 5 years, it can only be sold in the open market to Singaporean and/or Permanent Residents.
After 10 years, all restrictions are lifted and the fully privatised EC unit can be sold to any person in
the open market.
Between
the period from 1997 to 2003, a total of 8214 units from 17 EC projects were sold before a temporary halt due to
prevailing soft market situaion. The
ECHS was revived again in 2010. Since then, as of date (June 2021),

Total of 10,574 units across 20 EC projects had met the 5 years MOP and open for resale to
SC / SPR.

Another 13,058 units across 23 EC projects had been sold, pending 5 years MOP
compeltion.

FAQs - General Information on EC
+ 1. What type of facilities are provided in the Executive Condominium (EC) development?
The facilities available in the EC development are generally similar to those provided in private condominium such as a clubhouse, swmming pools, tennis courts, etc. The type of facilities available can be found in the project site plan and will vary from project to prohect.
+ 2. What is a dual-key unit and who can buy such unit?
Generally, a dual key EC unit is an apartment that has one strata title with a main door leading to both the primary and secondary unit.The secondary unit can have its own kitchenette and toilet/bathroom.
From January 2013, dual key EC units can only be sold to eligible multi-generation families. In the context of Ecs, a multi-generation family refers to:
a) a married couple/courting couple or widow/widower/divorcee with child(ren) who include their parent(s) and/or grandparent(s) in the EC application either as co-owner(s) or occupier(s). Conversely, the buyers can be the parents and/or grandparents with the married child as occupiers.
+ 3. What are the roles of the developers in EC development?
ECs are governed by the ECHS Act. The role of the developer is to develop, price and sell the EC units. The developer is also the party to liaise with directly on all enquires, appeals and any request for changes in the application.
For examples, enquires such as pricing and payment scheme for purchase of EC untis, the design, construction and compliance with statutory requirements.
Appeals such as purchase of an EC unit, ineligibility to retain the EC unit, waiver of forfeiture due to early termination of the Option to Purchase or the Sales and Purchase Agreement.
Request for Changes in application such as change in family nucleus, change in selection of EC unit, withdrawal or cancellation of purchase of EC unit, early termination.
+ 4. If I buy an EC unit with the CPF Housing Grant now, what is the resale levy payable if I subsquently sell the EC unit and buy a HDB flat in future?
You will need to pay a resale levy of $55,000 if you subsequently buy another flat directly from HDB. This levy has to be paid in one lump sum in cash before you can collect keys to the HDB unit.
