Am I Eligibile for an
EC?
Only applicants who met the
prevailing eligibility criteria are allowed to purchase an EC unit.
Detailed eligibility checks on
elgibility criteria of applicant(s) and persons listed in the Application form will be conducted
upon the receipt of all required documents. All decisons made by the Developer and HDB shall be
final and conclusive.

Basic Eligibility To
Purchase
-
The main applicant must be a
Singapore Citizen, above 21 years of age. He/She must form a valid family nucleus with a
co-applicant or essential occupier, to buy the EC under one of the HDB’s eligibility schemes: Public /
Fiance & Fiancee / Orphans / Joint Singles (at least 35 years of
age).

The co-applicant/essential occupier must either be
a Singapore Citizen (SC) or Singapore Permanent Citizen
(SPR).

Gross monthly household
income must not exceed $16,000.

Prior to application
date, applicant(s) and essential occupier(s) must not own private properties or had disposed of any
private properties within the past 30 months.

Applicant(s) and essential occupier(s) must not bought any of
following housing units more than once:
* A new flat directly from HDB
* A resale unit with CPF Housing Grant
* A DBSS unit from developer
* An EC unit from developer

a. Existing owner of a new or resale
HDB/DBSS Flat
- From 30 Aug 2010, existing owner of new (direct) HDB/DBSS flat or
resale flat with CPF Housing grant must meet the 5 years Minimum Occupation Period (MOP) before
the application date to purchase an Executive Condominium (EC).
- Existing owner of resale flat bought without CPF Housing grant before 12 Feb 2019 can appeal to
purchase if the estimated completion date of the Executive Condominium meet the 5 years MOP
requirement.
b. Existing/Ex owner of
a EC flat
Existing owner of an EC flat will need to meet the MOP
requirement before the EC flat can be disposed. Ex-owner of EC flat will need to wait
out a 30-month period from the effective date of disposal before you can apply to buy another new
Executive Condominium
c. A person who is divorced and his/her ex-spouse is an existing owner of a 'direct'
flat may apply or be listed as an occupier if more than 3 years have lapsed from the date the
divorce is finalised. The divorced person may however, apply with his/her parents or
new spouse or be listed as an occupier within the 3 years
period.
d. From March 2012 onwards,
applicants/essential occupiers who have booked a unit under the Build-To-Order (BTO) or
Sale of Balance Flats (SBF) scheme and subsequently cancelled their applications will have
to wait out a 1- year period from the date of cancellation before the application
to purchase an EC.
e. A person who bought an EC/DBSS flat with CPF Housing Grant and terminated the Sale and
Purchase Agreement may apply to buy an EC unit on condition that a 5 year period has lapsed from the
date of termination.
FAQs on Eligilibity to
Purchase
+ 1. Can a person who is currently going through divorcee proceedings and waiting for divorce to be finalised, apply for an EC unit with his fiancee?
No, he can only apply to buy an EC unit under the Fiance/Fiancee scheme after his divorce has been finalised. This is after he has obtained the Certificate of Making Interim Judgement Final or Divorced Certificate for a Muslim divorce.
+ 2. If I owe HDB money, do I need to pay off my debts before I can buy and EC?
Yes, you will need to pay the amount owed to HDB (with interest, if applicable) before you can qualify for another subsidized housing.
You can make payment at your HDB Branch and show proof of payment to the developer when you book an EC unit.
+ 3. Can I buy an EC unit if I have a minority interest in a private property?
If you own a private property in Singapore or overseas, you are not eligible to buy an EC unit. If you disposed of your private property, you may apply after 30 months from the date of disposal of the private property.
If you or any members listed in the application have a minority interest in a private property, you may wish to appeal for exemption from the private property rule by submitting the necessary documents to support your appeal. Please check with the developer for more details.

EC 
Eligibility for CPF Housing
Grant
The CPF Housing Grant is a housing subsidy (in the form of
CPF monies) provided by the Government to assist Eligible First-Timer family to buy an Executive Condominium
from the developer.
CPF Housing Grant for Family is available to Singapore citizens who have not previously enjoyed any
housing subsidy and/or grant. All aplicants also need to meet the prevailing eligibility
conditions.
The eligbile family nucleuses for CPF Housing
Grant are:
a. Married Couple
b. Fiance/Fiancee
c. Widowed/divorced person with child/children under his/her legal
custody
Two single persons applying for an EC unit are
not eligible for CPF Housing Grant.
The CPF Housing Grant Quantum for EC
applicants are as follows:

* Half Housing Grant applies, if one spouse/fiance has ever enjoyed the housing subsidy
before.
* Singapore Citizen (SC) / Singapore Permanent Resident (SPR) household can
apply for Citizen top-up, within 6 months from date of SPR obtaining citizenship or from date of the
birth of a SC child.
The CPF Housing Grant for Family (up to
$30,000) can be used to pay the remaining downpayment of an Executive Condominium.
Applicants who applied for the CPF Housing
Grant but do not complete the purchase of the EC after signing the Sale and Purchase Agreement will be required to
return the CPF Housing Grant to the Government together with accrued interest.

Grants
+ 1. How do I apply for the CPF Housing Grant?
You must complete and sign the Application Form for CPF Housing Grant and submit it together with all supporting documents when you book an EC unit.
To ensure that the CPF Housing Grant is available for use upon successful application, please complete and submit the CPF Withdrawal Form RPS / 1A (Residential Porperties Scheme) upon your booking of an EC unit. This will enable you to use your CPF monies and/or the CPF Housing Grant towards the payment of your EC unit.
+ 2. How will the CPF Housing Grant be given to buyers buying the EC unit?
If you are eligible fo the CPF Housing Grant, it will be credited into your CPF account.
For husband and wife who are both Singapore Citizens, the CPF Housing Grant will be divided equally and credited into their respective CPF accounts. For other cases, the CPF Housing Grant will only be credited into the CPF account of the buyer who is a Singapore Citizen and has not taken any housing subsidy before.
+ 3. Am I eligible for CPF Housing Grant if I apply to buy an EC unit where the Temporary Occupation Permit for the EC has been obtained?
Yes, you will be eligbile for the CPF Housing Grant if you satisfy the conditions for the grant and the developer has not served the Notice of Vacant Possession to you.
+ 4. Do I need to refund the CPF Housing Grant to the Government if I sell my EC unit in the open market after the 5 years Occupation peiod?
When you dispose of your EC unit, you are required to refund all the CPF monies withdrawn for the purchase of the EC unit including the CPF Housing Grant to your CPF account. The CPF monies returned can be used in accordance with the prevailing CPF laws and policies.
+ 5. Can I apply for the Special CPF Housing Grant and Proximity Housing Grant to buy the EC unit?
No, the Special CPF Housing Grant and the Proximity Housing Grant are not applicable for the purchase of an EC unit.
